Educational loan

My brother is doing MCA, second year.he got the educational loan in IOB, palani. now he wants to pay the third year fee in his college. our finance minister said that interest are cancelled for educational loan ..but IOB ask to pay interest to get next cheque for my brothers next semester.. for that what we have to do? may we know about this through the RTI?
