Indian oversees bank for education loan

Sir,

i got education loan advice from indian oversees bank for my post graduate study in UK. now i need to apply for uk visa. As per uk visa rules i need CAS statement from my college but my college cant give me the CAS statement without bank demand draft or college fees.but my bank manager cant give me the DD of college's name. without CAS statement i cant apply for visa what can i do i dont understand.

please help me
