Decrement in pension amount

Sir, i retired from northern indian railways (moradabad) on 13 jun 1995.my PPO no 0195080371.my pension account no 12020100010896 in bank of baroda, bhitargaoun kanpur nager .there was a decrement in my pension from Rs 7220 to Rs 4550 wef sep 09 which is still continuing .i approached to bank manager, he didnt look after the matter properly.

sir, i m attaining the age of 68 years and cant go regular for query.
