Savings bank- amount couldnot be withdraw during the banking hours

Dear Sir,

From my savings account I would like to withdraw the amount on 17.12.2009 at 3.35 PM.The cashier told me that the banking transaction is closed at 3.30 PM. He told that reason behind yesterday and today's account one crore amount So, I am in the postion to account for it. He asked me to come and withdraw the amount on tomorrow. I would like to know is there notification published any newspaper Or message at notice board. Who is the authority asked to close the banking transaction before the cash transaction hours.
