Non-delivery of cheque book

My Banker State Bank of India Nirman Bhavan, New Delhi Branch sent me cheque book contianing 25 chequest by speed post No. EQ718885187IN on 5th March but till today I have not received the same. I went to eqnuire from your Speed Post Office at Sector 16 Noida near Mecdonald. The manager sitting there was kind enough and went to know the reason from the post man for not delivering the same. He also instructed him to deliver the cheque book today itself but he did not deliver the same to me so far. Because of the cheque book I am unable to make payments to NOIDA electric authority who accept the payments only through cheques which is putting me in very embarassing position. Please direct the persons concerned at that Speed Post office to deliver my cheque book to me immediately. I am a retired Under Secretary from the Central Govt. and finding it difficult to run arround the postman for the cheque book. Thanking you
