Service tax taken from each student

I am a student of INIFD Kolkata (lindsay street branch) from jan' from november they are asking for service tax 10.30% extra on fees. Thats why we have to pay Rs, 206/- extra on our fees. is it right or wrong. Plz. give me the answer...
