Money lost

I bought ITz Cash card worth Rs. 10000/- few months ago, within a month i was not able to use it because of some KYC form rule. I was told by the dealer that he will take care of the matter and soon I'll be able to use my card. but just 2 weeks ago he told me. that he could not do anything.

when I contacted the customer care they told me that I should forget my money and it is lapse now. I cannot just forget my money. I paid them in cash and at that time there was no rule regarding KYC form and even when it was introduced they should have informed me.
