Transfer of flat

I am the only daughter of my parents. They have gifted me their MHADA flat vide Gift Deed. Now, society demands Rs.25000/- towards transfer fees. Unless I pay this fees they are not in favour of transferring the same. As per bye laws of the society, when the property is transferred in close relatives name the transfer fees need not be paid. Even MHADA authorities agree. However, society committee demands it in writing. Please advise.
