Coal india IPO Applications NOT IN BID

I have applied for Coal India IPO but i have no recd any shares. The reason for not alloting the shares by Company & resigtrar was Application NOT IN BID. i have lost Rs. 24000/- due to Karvy error. So i want compensation for the same. Please suggest what to do??
