Confusion in monthly interest hike and no proper intimation

Hi My file number is 311207. Every month i had a monthly ECS for Rs17509/- All of a sudden i have been deducted for Rs. 18860/- which is unacceptable. There is no proper communication from LICHFL. Although, they have sent a text message on my mobile, they have again sent a sms to ignore the provious message. Again have deducted for Rs18860/- i had a balance of 18, 283/- and the cheque got bounced! How can the LICHFL do like this without proper communication. Who is responsible for the bouncing of my cheque?
