Harassed for Hoam Loan

I bought a Builder floor flat. I applied for home loan in LIC housing finance ltd.based upon my profile check and legal valuation of property, My home loan was approved by LIC and a loan agreement was signed between me and LIC housing finance. I was waiting for Loan cheque from LIC at the last instant despite of giving Loan Cheque they said that can’t give me loan As LIC does not do loan on builder floor. LIC also took processing fee of Rupees 5600 from me they kept me waited for 41 days Now I am completely harassed and disgruntled. I have already made 10% payment to builder. I have to make remaining payment to the builder. If my loan is not approved my initial paid amount can be forfeited by builder. I want to sue LIC for their mistake please let me know how can go ahead in this….
