Unnecessary delay and loss of Rs 90, 000

I applied for loan of Rs 20 Lac and it was sanctioned and for the disbursement date they took around 30 days and then finally cancelled the disbursement. Even not able to give reasons. Due to this delay i faced loss of Rs 90, 000 charged by the builder bcoz of late payment. Now they even not returning the processing fees of Rs 10, 000 which was for disbursement.

Problem is not a single person is there in office to listen you and you will feel like it was life ruining mistake.
