Untold rules of housing finance bank

I had applied for loan from lic. I paied them initial fee. After 2 weeks of paper work they had rejected my loan. They gave me some reason when i said them give me same in written they refused it. Is there any rule according to which they have to give me in written why they did so because had charge me processing fee.

From where i can get full rules & regulation regarding loan of any banks. because no bank put it on their website & when you go for loan they tell you only half thing. Once loan is passed they come up with all their new rule which only benifit them & which were not told you before. This is a case with all the banks. Plz suggest.
