Loan not sanctioned after 3 sanction letters

We have been issued 3 sanction letters towards are loan requirement however till date our loan has not been sanctioned by LICHFL. It has been more tha a year now that we have been following up with them.

Everytime we go to them they say it is happening and we shall release the amount o you next week however till date no amount has been released to us towards are loan against one property.

The interest component on that property has become 15 lacs and we donot know what should be our way forward, anyone can help, pls come forward.

it is so difficult to get through their landlines/mobile no's given as they seldom pik up the phone.
