Fine charged for ECS account twice

I have started one LIC Policy which was in a monthly basis scheme so I have gone for ECS installments but for only 3 months ECS was going on and from January the ECS stopped, now they have charged fine for that which I had given then again the agent told me to pay fine for the next four months as ECS is not working so sir plz tell me that it is not my fault that the transfer is not working properly so why I should pay the fine and after every 3-4 months I have to pay the fine that is 165 Rs. per month so for 25 years how much it will be..plz help me.
