Eversal of penalty

Dear Sir, I have shifted to my new residence on 1st oct. 2010 and accordingly updated the new address on 2nd of oct at cust. care. I was assured that the cr.card stmnt.will be sent at my changed address. Sorry to say statmnt was not accordingly sent to me and I have immediately made the payment of Rs. 279/ my cr. card on the basis of information recd through s m s from the bank. A penalty of rs 400/ has been charged for late payment. which is not at all justify as did not receive the statement neither at my old address till 1st oct. nor at my new address as it was an assurence from the cust. care exuctve. So how can you charge penalty? Please reverse the charges of 400 / and oblige
