Caution Money REFUND Issue, got refund only 1400 instead of 2000 Rs

Hi,

I was the student of Lingaya’s institute of mgt & tech. took admission in year 2007 in comp science branch and deposited the fee having caution money/security deposit Rs which was refundable. Now am a 2010 batch passout from the college and the time when i got the refund cheque it was only of 1600 Rs, i have dropped a mail to my college mail id, but no body is responding on this, some of the student saying that they have deducted 400 Rs for building fund. but the question is are they supposed to deduct any charges like this. my details are
