Fraud Number collecting SMS cost

We receive a SMS from 56263042 mentioning that we have won a pearl set and we have to reply. I found in the web that this is a fraud and they just take Rs. 3 on every SMS sent by the public.

If I could found a complaint already registered in the net, I am wondering why there is no action taken on them yet.

I request to take severe action taken on them and bring out a clear policy on the USAGE of SMS facility. Thanks.
