Non receipt of original shares

Under Foilio-G00556 (Dist. No 2183801-2183900, Certificate nos. 8943), share certificate issued in IPO were not received by us. Now company want that we should file the affidavit. When original certificates are not received by us how we declare them as lost and who will bear the cost of all these formalities?
