Unauthorized charges

I monthly activating sms 27 scheme, this time also i send msg sms27 for reactivate scheme..but there was a message from loop mobile that sorry your request cannot be accepted..so i do recharge of 27..and this is how i activate it but now they have cut 27 rupees from my balance also..i did call to customer care but they are not ready to credit my balance.this is how they providing services to their customer... i m requesting you people please refund my balance otherwise stop making people fool...
