Unrealistic Late fees

I was having a credit card from manhattan bank. I did a transaction of Rs 130.00 in 2006.

which I repaid on Time inspite of not gettiong the statement. but they charged me a fine of Rs 350.00 which I refused them to pay and asked them to reverse it. They did not. I stopped using the card. now I was checking my CIVIL report and they put me in defaulter list. I asked them to remove my name. They asked me to pay Rs 8586.00 as a late fees only for a transaction of Rs 130.00. Which I had top pay at that time bcoz I needed loan from a bank. But this is not legal to charge so huge fine. So i want to register a complaint agianst this.
