Luring to buy Discount card and attempted to swipe amount from credit card

Today i received a call from delhi (911133594700 at 2.10 pm) and saying that we are calling from promotional department and u r selected because of your good payment record of ur ICICI card and also it was recommended by CIBIL. They told us that we are giving you a discount card, which can be used all over the world. First they spoke very softly and informed me you need not pay even a single paise from your pocket and lastly they informed sir please give last 4 digits of your credit card no. and then asked me to get OTP no. and asked me to send a message IOTP and my last 4 digits of my card to 5676766. I got a OTP no. Then they said you will receive a call from our verification department, you have to just type the OTP no. Then i got a call from 911409450008, a person asked me to disclose the 16 digits card no. and then asked for CVV no. at the back side of the card. I asked him why you are asking for the CVV no. He said only if you give the CVV no. u can get the discount card, i said i don't need it and cut the call. Within seconds I again got a call from 911133594700, a lady spoke and I asked her 'R u cheating the public? " and told her that first you told me you need not pay anything and now why r u asking for CVV no.? She retorted that you have give the CVV no. I told her i cannot give and asked her why she wants, she used abusive language and scolded me "idiot" only if you give CVV no. u can get the discount card. I said I dont want and for that she shouted at me and I also shouted at her saying i am going to expose your fraud and launch a complaint against your company. For that she replied you cannot do anything and an amount of Rs.5500/- will get blocked even if you dont give CVV no. I continued to say you people are cheating the public. She used abusive languages and intimidated me. I am really upset.

Dont know to whom this should be complained.
