Local stores asking additional Rs.1 above MRP

I stay in Navagaon, Dahisar West, Mumbai, Maharashtra. Here it has been observed that almost all miks suppliers are asking consumers to pay additional Rs. 1 for 500ml above MRP for any brand of milk.
Even been observed additional Rs. 1 charged towards Recharge coupons for any service providers.
Is it Right? How can this be stopped? Not everyone is interested to work on it.
