Fraud by the tower company

Now a days there is abulk of requirements being published in the newspapers asking for the plot or roof for the purpose of setting towers and in return providing lots of benefits. I have been traped by the same sort of advt. It was pubished in Amar Ujala dated 25 December in the Moradabad edition ststing the requirement for the roof for setting up the tower in return they were supposed to pay an advance of 8Lac Rs. 25000 monhly rent and a job for a family member with a package of Rs.10000 pm. I have called them and asked them the procedure. they have asked me to submit the registration fee of Rs. 5000 (refundable if the deal does not survived) I have done that and then again called them after the submittion of money. they have taken my address and asked me to call after 3 days.i have called them again they told me that the survey will be held online.then I received a call from them, they have asked my location and i have cleared everything to them.they said that ur site is perfect. now u are supposed to submit Rs. 14000 against the Service tax ie 12.24%. I told them that this is not being told to me previuously and the fact is that the service tax is 10.36% now. I cud not pay any more. they said they will return my Rs.5000 after 10-12 days and taken my bank account number.and now when I am calling them again and again they are not picking up my phone. I am having nothing with me but the bank receipt which I have got while submitting Rs.5000 and their cellphone number.

Kindly guide me what cud I do in such case?
