Delay in Service & Misbehave over the phone

Hi,

I have contacted this company on 25th of July and spoke with Mr Aarnab Pradhan for my car insurance urgently as I need to submit all original documents to License Authority in Sekh Sarai (advised by the Police Officer whom I met) for updation of Registration Certificate. I have submitted him a cheque for Rs 5382 /- (State Bank of India). He told me that he will pass on the papers to me by next day i.e., by Tuesday 26th of July. I haven't got any response from this person on the promised date by 07:00 PM and therefore I called this person and he told me that one of his executive will be coming at my place very soon on the very same day. I have waited for his executive until 09:00 and when I have got no response, I called him again to which he stated that he will email me the paperworks.

I have got the papers through email however the original papers still pending. I and my family was continuously chasing him for paperworks but he was not picking up his cell phone. The paperwork which he has sent me through email was of no use to me as the Police Officer has denied to consider those paperworks.

At last, when I called Mr Pradhan on 30th July from some other number he picked up his cell and told me that he will forward me the paperwork on Monday (most probably). My work is still pending because of him. I told him that I am going to file a complaint against him to which he stated me to go ahead.

Could you please guide him the rules and regulations of working in today's environment and how to deal with the customers? At the time of taking money, he was so polite however now when the cheque was cleared, he was so rude and arrogant.
