Excess billing

The bill generated shows an excess use of almost 600-700 units... and the amount is Rs 5526/- which is not possible, whereas our actual consumption is just 190 units... the picture on the bill is not clear..when approached the MSEB office, no one is bothered to look into the matter, and this is happening repeatedly..

where can i find a permanent solution to this problem?

I approached the consumer court. but the process is too lengthy to follow with doubtful results...
