Payment problem through ECS

Dear sir,

I have my current a/c in Indian Overseas bank, M.P. Nagar, Bhopal (current a/c no. 3056 and MICR code of bank is 462020003) I am a working contractor of West central railway, Bhopal division. We receive payment from railway through ECS. During last few months the payments are not reaching to my account on time. I may takes week to reach my account.

For example: Railway has released a payment of Rs. 26000/- on 17/05 through cheque no. 877175 to Central bank of india bhopal, which is the authorised bank through railway to transfer the payment to accounts of contractors. but till date payment didn't reached to my current a/c. From no where I am getting any satisfatory answer to my question that who is responsible for this delay. It is my kind request to you to look into the matter seriously.
