Transaction failed after payment and debited money from bank account

This is sunil gupta i have made a payment of 3690rs to ndpl on 01/10 from my icicibak account but it not succeed, and amount deducted from my account. the transaction code of this payment' micio10886'.the kn number of bill for which i deposited the sum is -31405022635. My mob number-9810914701.and email id -suniiiil@hotmail.com.

pls refund the said money to my account.
