Unauthorised charges against a domestic mete

I am a resident and the owner of the property a-8/45 rana pratap bagh, delhi. i was using a normal sewing machine run on electricity for my house hold work and took some cloth-alteration work occasionally from my relatives and friends and thus kept a servant for the same. but one of the people in living in my building complained to ndpl about it saying that i was running a boutique. my husband is jobless because of some reasons and i am a housewife and to earn my meager family income i took upon this work. but now ndpl has put me to fine for around rs. 35000, which is just not possible for me to pay.please help me out.
