Demand of $650 USD for fund-transfe

I am entitled to Inheritence/Contract Fund of $1.2 million USD from African Development Bank and African Development Bank at Burkina Faso & Federal Republic of Burkina Faso have also, acknowledged this, besides African Development Bank..

However, African Development Bank is insisting for my sending of $650 USD on account of transfer-charges, to the Bank, before they can transfer the Fund to my bank a/c at Bangalore. They say that this is a standard practice, followed by all Banks.

As I have some doubt whether they will actually transfer the Fund to my bank A/c, even after I send $650 USD to them, I request for your advice. Also, I want to know what course of action I can take if after sending $650 USD also to them, if they still not transfer the Fund to my Bank A/c at Bangalore? Please help/advise.

Also, I would request for your/any interested persons' help in arranging about Rs.45, 000/-required for sending $650 USD to the Bank, in case you are convinced that I can confidently send $650 USd to the Bank, in case I am interested in getting the Fund transferred into my Bank a/c. Needless to state, I shall be glad to more than compensate you/the concerned person, afterwards, for the proposed help of Rs.45, 000/-..
