Non Payer of Tax

Hi

I'm staying in a PG in Mumbai. My owner doesn't give rent receipt to me. She didn't even give me the receipt of the amount I give her in advance. She takes charge for every small small thing. She is running the show for the last 13 yrs without paying tax to the Govt. She has an income of 36K per month from this single business of keeping PG. Beside that she has a boutique which she runs from her home. The most important part is she used to treat her tenants as the servants of the house. In the recent past she has evicted one of her tenants without giving her notice.

If she has paid the tax properly then Govt would have gained 5-6 Lac from her.

Please advice me how to lodge complain against her in Income Tax office. Being a responsible citizen I think I should take one step forward.
