PARKING
A no parking fine

I was parked at a no parking zone just stepped into a cake shop at kalyani nagar and came out just in time to see a RTO personnel securing my car with a wheel lock I paid a fine of Rs 500 and also got a receipt for the same, went on the RTO fine sight no where does it say the fine is 500 what I read is 100Rs How long do we have to put up with this cheating society and they give you receipts for the cheat they commit I am a tax paying citizen and still seem to pay over and above the fine whats going on and when will all this end
