Writ of garnishment

There was a credit card applied for with my husband information without him knowing there is a 4.000$ bill owing, they are garnishing his checks, this is fraud nor he or I ever saw the card or evenknew about the card until they started garnishing his checks, call GE care credit and filed a complaint with their dept. I can't believe this is happening how can someone apply for a credit card online and that persons name is never contacted?
