Closing of a/c

My mother's account no 30262876418 was to be closed as she expired on 21 mar12.A/C is Nominated to my brother. All required documents has been submitted to the branch. The person (Mr Ghanshyam) dealing is making us fool that he is not able to verify nomination details. How long a person needs to check his office records. First date on which he was approached-26 Oct 12, Application Forcely submitted-16 Nov12 and Till date he is Not able to close said account and pay Bal amount. Is this way SBI works.
