Prepayment penalty

My have wife had taken a car loan of Rs.1, 40, 000 on Nov'06 (agreement no.-2861039). At the time of applying we were told that no charges were applicable for prepayment. Now these people at Durgapur has charged 6% penalty charges! Since we are feeling cheated, please someone suggest whom and where to appeal.
