The rate of interest and the sanctioned amount

Sir, I am salomitheboral, my a/c no is 20137268, i have applied for personal loan for Rs.400000, i have submitted all the necessary documents, and i have received a loan confirmation mail to me on 22.11.2011., it has stated that the loan amount is 400000 tenure 36 months, rate of interest 16.75%, i am a state govt.staff. Sir, i have received a sms on 24.11.2011 that my application for loan was accepted, and on 29.11.2011 again i have received message on my mobile that your application for loan is approved, your A/c no is 20137268, soon our rep will contact you, so i phoned up and contacted the sales manager and told about the message i have received, he said that the loan amount is Rs 100000, tenure 36 months EMI is3832, they did not mentioned anything about the rate of interest, myself calculated the rate of interest and i came to know that the rate of interest is 22.25% and i asked that, for the state govt.staff the rate of interest is low but you have collecting me 22.25% why? The person said that it is only for the doctors. Sir, my problem is i am not able to pay 36months tenure with the high rate of interest 22.25%, i humbly request you to make the tenure for 12 months or i will refund the amount of Rs95, 725 in January.
