Hold the funds of saving acc after two years without prior notice!

I had one credit card which I have received from on person who is totally unknown to me. He came to my office and offered many of my friends HDFC credit card As i have on saving Ac in HDFC bank and I have got good service from HDFC bank and Housing loan branch I accepted the card. At that time I have received a latter from HDFC that there is no any surcharge on purchasing of petrol from any petrol pump for purchase Rs 500 and more. After some days I have received on bill having 2.5 % service charge so I contact to Call center and after many discussion they accepted there terms and told me that they will reverse that amount in next bill. Same case happened after next months I was fed up with this repeated problem I paid all the dues and send the card with application for termination of card to Chennai. This i had done in Jun Or July Neither any phone call or Written bill or notice I have received for pending dues in last 24 months. I have not changed my residence or changed my Phone no. On 12th Apr I have received Notice for holding funds of may saving with that notice. There is no any account details / my dues / or clarification of penalty.
