RECHARGE DISCREPENCY

I have recharged in Airtel for my prepaid number using the transaction ID 207941169 for Rs.99. It was stated that I would get a full talk time for 99 rupees with a validity of 21 days. But I got a recharged amount for Rupee 1 and the remaining 98 rupees is shown as special account balance. I am not able to make call or send sms using the special account balance. Why has this happened?
