Not accpeting a non loacal cheques

My brother has Taken ICICI Home loan, he is in USA and he has given authorizations to fill is some part payment so for that i went Malleswaram ICICI bank, but the banks employees said that they not accept this cheque becouse its out sation cheque but before this i has submitted same bank cheque which i was taken this time that time they taken that cheque and cleared 3 lakhs amout also, But this time they are unncessary harsahing me and not taking my cheque when i wanted to fill the amount.
