Number locked - Invalid sim registration

We have CUG numbers for our group units. Among this we noticed one sim alone locked as SIM registration invalid and it is being prolonged to activate for more than 1 month period. We contineousky discussing with the person who named shoil - he is the incharge for AIrtel service provision for our company. Currently he provided a duplicate SIm and it is loaded in my hand set. CAn you activate this thing...???
