Delay in relieving and NOC from Bank Jo

I had joined Allahabad bank and as per bond condition if i leave bank services before completion of 03 yrs I need to pay 50k one month's salary in lieu of notice period.

I resigned on 08.08.2011 with 12.08.2011 as last working date and handed over the application to Branch Manager.

Till 29.08.2011 I am not intimated on my mail id and no response on my mails to Head Office and Zonal office for relieving query.

My query is that :

Can I claim compensation equivalent to my per day salary from bank for delayed processing resulting in financial loss to me due to delay in joining in other bank in need of NOC and relieving from Allahabad bank?

If yes, to whom should I complain?

Can I also file case against bank for putting me under mental pressure due to no responsed on my emails for relieving query?
