Unable to Upload Waybills

I am working in a pharma related company, Recently Ap Commercial Tax Department has introduced to Upload the Excel format of waybills. But the Server is not working properly. And they are not mentioning how much the speed should be and wat is the capacity of file size?

Can any one know how to reduce the problem let me know?
