Misusing money and fooling customers

My self manoj from banglore i have visited part time job through net and Arrow Info tech they have send a parcel by saying that to take the parcel by paying Rs.515/- but after receiving that parcel i saw one cd is there which i checked its blank cd can i go for any consumer court or to which way to stop this people of cheating.please do help me and surely if there is any way i dont want to spend more then Rs515/- what i lost i can pay more do a legal case at which i am going to bear all the fees... its again can we go for any police station to give such complain?
