Whether to know the job offer is scam

Dear sir.,

I had applied throuh online for accountant post to a company in Chaina. (Chaina National Heavy Duty Truck Corp.) They had replied me with application form and agreement letter with a high perks in Dollar as monthly salary. They asked me that i should submit the application form and contract letter duly signed along with processing fee of INR 18482/- in their diplomatic officer Chaina Embassy in New Delhi.

In this regards, I doubt that whether it is a scam or not. I am in Qatar now. I am much confused about this offer eventhough i have received a couple of scam offer but it looks like a genuine one. The contact person name and desgnation as below

NAME: MR Luo Tong

ADDRESS: Nyaya Marg, Chanakyapuri, New Delhi-110021.

Please clarify me in this regard.
