Who Will bear the loss?

Dear Sir,

I am CHRISTOPHER DIXON and i live in sch.no.78, Vijaynagar Indore. I belong to middle class family and was in need of a job to life up a career ahead as all want., so as to fullfill the needs i used to fillup the govt. Job vaccancies and so as i had filled up INTELLIGENCE BUREAU vaccancy form as on Jan -Feb.10, which should be delivered to me soon as received by the postal department but unfortunately it didnt happen and the examination of the same was on 26/09/10 but i got my roll no.06011108 as on date 27th sept10 due to the irresponsibily of the postal department.

I wanna ask you and the govt. why such employees are on such position who didnt even know the meaning of the responsibility? why? do you have the answer? who will bear the loss of the same? i wanna claim on postal department for such loss?
