Non Refund of Security Deposit of Rs 22, 000

Sir/mam,

I was selected as Graduate Engineering trainee as a part of campus recruitment drive held at my college L D College of Engineering. The Company named Doshion Veolia Water Solutions Ltd had asked for a security deposit of Rs 22, 000 to be paid before giving an offer letter. I paid them the same through. The deal said it would be refunded after 1 year. But after some days before the actual job started I get a call from the company that now the policy is changed and now Rs 22, 000 more would have to be given in EMI's to be deducted from my pay. This was stated after I had signed the offer letter which had no provision for abiding to any change in company policy. So I said I don't want the job and so please return my Rs22, 000. In spite of my repeated attempts they have not refunded my fathers hard earned money. Now i wish to take legal action to get my money back. Please help me.

I have all the required documents and other things required to file a case, but I don't know how and whom to approach. Please guide me to get my money back.
