Treat badly to employes

The restaurant name FLAVORS OF ASIA Restaurant director Mr Vishal Shah (Director) mobile no 9662026717.

He was treated his employees too badly and not give them salary of two months as well as not give weekly of to any employees.

So i want to complaint against him for not doing salary and he had took 6000/- rupees from one of his employee. and now do not want to give back that money.

he gives dates for the salary like first he said 7 july than 10 july and now he avoid the employee's questions.

Kindly direct me how to take action on it. and if possible take action from your side.
