Selection before Interview

Sir,

i got an appointment letter on 17.07.10 from G.C.I. enterprises. They selected me for job to superviser in my state West Bengal. But they have wanted Rs. 3150 Bank Draft before 22.07.10.

and also keep late fine in 10 days about 800 rupees.

On Feb. 2010 i had sent application form with my documents to this adress
