NON ISSUE OF JOINING LETTER

I was selected in GRAJIANO TRANSMISSIONI INDIA PVT LTD (near new holland tractors g.noida uttar pradesh) for the post of graduate engineer trainee in heat treatment deptt on 9 december after clearing the two rounds of interview. Final round was taken by V.P. (HR) and V.P.(OPERATIONS). They selected me on 15000/-p.m (CTC). MAMTA mam (HR DEPTT) told me to come after 25 dec to recieve your offer joining letter.

when i reached on 27 dec MAMTA mam told me that our V.P (HR) is on leave so we cant release your letter.we will call you so dont worry. We will release your letter after 10 days and interviews for the other post are going on, so we will release offer letter to all GETs in on time.

After that i came back and make a phone call to MAMTA mam on 12 jan. Again mam told me that you are in the confirmation list, so dont worry but we will give you letter till 15 feb so please wait.

After that i make a phone call to mam on 3feb. She told me that we will not give you joining because we have find out the other candidate more talented than you.

now the complaint is that if they want to find out the other candidate, then why they dont tell me.

why they say that we will give you joining and please wait?

why they waste my time? who is responsible for this?
