Petco
Denied me an application

I tried to apply to petco and they denied me eligability to apply because there are no positions available. And im pretty sure that if a company is not currently hiring they still have to take applications i am irratated and pissed off due to the fact the from someone who works at the store near me said that they would soon be hiring due to a new store opening up and he suggested i apply... now my complaint/question is isnt it illegal to deny a submission of an application?..
